Unfortunately, ISP's like to keep that throttling a secret, and if you try to do a speedtest, and they detect you are accessing a known speedtest site, they will temporarily put you on the "fast lane" during the measurement. Be it video download sites like Netflix, or content delivery sites like the Xbox marketplace or Steam with their large game downloads. To save money, some ISPs throttle the download speed from some sites that cause a lot of bandwidth. Is it possible that your Internet Provider is throttling your downloads from high bandwith sites?
